That is entirely fair to say but I'd imagine Void Witch can mean a number of things considering who it is writing history. I think it can go either way.

The problem with that theory is that, if Jadrak and Hoy are any example, it sounds like Void Witches tend to be objectively terrible people: not just assholes like Seiji but utterly devoid of any sense of morality. And I doubt the souls of ultranationalistic partisans, like Jadrak's followers, are much better. That's not to say that it's impossible that they're being targeted with the goal of rehabilitating them through exposure to a more just society... but it seems like a stretch.

My current prevailing theory is that the Devil King is Senji but smarter, more experienced and more competent. As in the souls he takes are freed from a cycle of effective indentured servitude to the freaky gods that control the realm, made into Devils in a society that has advanced to the point of studying magic and making it tech (or studying the underlying tech that allows to make magic). So ultimately, funny enough, I think this is a hilarious idea from Senji. Cause I just expect him to find out down the line that the Devil King is actually the only good guy and he's been whittling away at the power base of the goddesses for decades by removing tiny pieces of their board one soul at a time. Of course he could also just be a tyrant and an ass using souls to power his stuff, or both tyrant and surprise hero, but still an interesting thought. And while the mass murder the Devil girl was talking about sounds bad, if you have a literal way to give those souls new bodies and a life in an advanced place where life is more fair, it's not really murder. Still bad, but also not usually unwilling either given the deals that are made.
