college in japan is not college in the US, they are actually fairly affordable. get a scholarship, a small loan, and a part time job and you can do it. they also have nationalized healthcare so that's not a cost. allows the chief to put up some nice savings. at his age, he's about ten years off retirement most likely, so he's chilling and his wife doesn't need to work. just an insight into their household finances lol. for aizawa, he's much younger and needs this job, that's what the chief meant about their circumstances being different
