It also helps that they did so almost exclusively against Denki, after they knew roughly where he'd end up, in an industrial zone away from prying viewers casual sight. Also, over half the people going after him were just Test Takers going after one of UA's top students. Edit: Also, if he complains, or some one does so on his behalf, that's now a new avenue to attack him for his 'false reports', setting up a cry wolf narrative... Ironically by spinning actual wolf sightings.

I have to say I don't get how the the Friends could be so blatant. One or two oops we were too hardcore is plausible. But dozens just makes it super obvious the officials were cooked. I guess the might not care if the officials get burned, but you would think the officials themselves would care.
