That’s a totally fair point! We’ll have to see how it pans out in season two, and see if they build on that implication :)

small nitpick! it's implied vaulttec planned to drop bombs, but it's uncertain they actually were the ones to do it. with the ghoul's daughter being in the middle of a bday party and not safely underground when the nukes drop, considering his wife's high position at vault tec, implies they were caught off gaurd too.
