I am super late to the party (sorry about that), but The Iron Throne is made out of the weapons that Aegon the Conqueror, the Targaryen who first conquered this country, took from his defeated enemies. It's intentionally left with sharp edges to remind whoever sits upon it that they should never sit easily upon the throne. There is also a belief that the throne can show its disapproval of the current ruler by cutting them, which is a sign that the ruler is unfit.
