I would say "half-serious". Sure, Steve eating cereal is filler of the lowest quality... but inside joke. There's just something about a quick reference to a running gag that I can't help but love. It would also be interesting to see Martin talking about his feelings about Bubbles with Steve during said cereal eating (though, to be fair, beer would make more sense). He's obviously terrified by her.
