They've always looked very alike, to the point where it has been remarked numerous times in the comic. Don't have time to look up the strip numbers now, but there was at least the time they did the zombie/assimilation bit, and the time when Veronica wasn't *completely* sure there wasn't a possibility of them being related.

I'd consider it unlikely, solely because it is apparently not chipped. Someone who breeds champion dogs for a living will definitely have all dogs chipped as soon as possible. It's possible the chip has failed somehow, but I'm not sure how likely that is.

I can see where this is going. The dog’s real family shows up. They are adorable, especially their little girl. She misses her doggie so much. They will be so grateful to get their dog back Claire’s mom can’t let on that she is devastated. But she is. Bittersweet ending.
