I think Brun feels like she can threaten Bubbles and get away with it, and doing so will cause her to back down regarding the use of the flare. If that's her thought, I believe she's probably right. If Brun thinks she could actually hurt Bubbles with the harpoon, I'm less confident in her correctness.

I was just thinking the other day that I've been reading this for practically a decade and doing the Patreon for five years; it feels like practically the blink of an eye. Also woe to Brun if she thinks she could manage to harpoon Bubbles. I'd be interested in the results.
