I try to avoid using the term “cherry picker” for <i>anything</i>, simply because it has been used for so many different things. In addition to what you suggest, it is also used for a lift truck in a warehouse, where the operator goes up in the air with the lift, with or without a pallet on its forks, to pull inventory from an elevated rack. But I’ve heard plenty of guys in auto shops refer to that type of engine hoist as a “cherry picker” (probably due to its being a boom crane, similar to those used on some bucket trucks - certainly <i>not</i> because it’s anywhere close to being tall enough to actually pick cherries).

That looks like a small indoor crane or hoist. I would not classify that as a cherry picker. Mostly because I associate cherry pickers with EWPs, or elevated work platforms. Rigs on trailers or trucks with a boom arm with a bucket on the end for a person to ride in. Often used by electrical workers or tree trimmers.
