I don't think he *was* her boss, since being a regular member of a team she was an intern on didn't make him able to fire her, it just meant he was more senior. Tai was still the boss.

Simply put, they're not asking her to be only a librarian/information management person. Her remuneration here should be beyond a simple starting salary kinda thing. She should also have some significant benefits attached.
