Hmm, I see what you mean now. I actually used the second film as a reference for the outfit. Without a doubt she had some kind of suit beneath the boots/underpants during those scenes. But in the first movie it definitely appears to be skin instead of tights. Good eye!

Small nitpick but I thought her original outfit from the movie actually showed skin from her thighs, no black stockings under the boots?
