Letters get reused sometimes. E.g. "E" chapters were Emperor Laken's chapters in the beginning, but they're also used for Eldavin.

Just a heads up - you revamped volume 1 to remove the use of “I” for Ryoka’s chapters - that pattern persisted through volume 2. As well as Laken (E chapters), all the way through volume 5 (You changed to third person in volume 6)

I imagine that she is used because the grand design was unable to source memories and souls that were devoured. Zeladona was ripped from kasinaga directly by the design for the purpose of fulfilling the quest. That left her as the most recent personality in the emptied land of the dead.
