There is... some actual overarching plot (just a teensy little war) in addition to the character introductions, so wanted to make sure that context didn't get lost in all the general assholery.

It hasn't been brought up yet in the comic itself, no, but in the context of the story every character is aware (minus Angora who knows very little in general). Southern Santri are A Thing in Caris; they are considered a bit different than the Northern Santri because they (mostly) lack the nose pigmentation. More likely it's been artificially bred out of local populations as a prerequisite for living in the area. In any case they are not treated the same as native Carissi by any means, though they are seen as superior to anyone living north of them. Model minority type

Has it ever been explicitly said before that Amen is ethnically Santri? It could be deduced from his complexion and family name, but has any character brought it up? I wonder how his family ended up in Caris and how much discrimination he's faced inside the police because of it.
