I've heard that his rasengan from now on are orange because after the war Naruto got both halves of Kurama so it changed his chakra color

Toneri's(and his clans) eyes were sealed inside the Tenseigan vessel at birth by his father. So instead of using eyes, they have a different sense to "see" objects and Toneri used this ability to spy over Hinata from the moon since he was 10 years old. This was explained in The Novelization of this movie which goes in depth with some scenes.
