From what i gathered, the summoning that masked guy did called 9 masked beasts could be this worlds version of 9 tailed beasts. Also i think the akatsuki are rogues, but as in the real world they started out as mercenaries for hire by the other nations, and i think The Leaf simply hired them for a large sum of money.
