I'm pretty sure it's as simple as Naruto is an actual jinchuriki with the actual fox living inside him, even if it's only half the fox, whereas people like Sora and Kinkaku/Ginkaku have some of it's chakra but only the chakra. Sora was filler so statements about him becoming another fox aren't fact to canon. Kin/Gin can weild their 9 tails chakra in a version 2 cloak because thats how tailed beast chakra is, but he can't lose/surrender control and become a 2nd kyuubi because he doesn't actually have any part of the physical kyuubi inside him, if that makes sense.
