The Byakuya Gang are inside the Leaf. Remember they go from Nation to Nation. The Leaf has poor sections like any modern city does and all the funds and prosperity doesn’t reach every area of the village now that its expanded. Naruto is the Hokage, not God. There isn’t really a Anbu anymore. Also the Hokage doesn’t always meddle in certain things. Like where there in village issues that Hiruzen and Tsunade didn’t bother to stop because it was more low level. That’s what the police force are for.

Lil chiq was definitely on to something like these new gen characters are sheltered like crazy there shocked cause the land of fire had poor sections with poor people because they grew up well taking care of.
