Cyberpunk Relic Lab

Inspired by a location in Wasteland 3, where a Christmas-themed tourist trap turns into a slave labour camp for abducted Wastelanders, who are forced to make drugs for Santa wearing explosives disguised as jingling bells. They wrap them up as presents and stack them under the Christmas tree. The "snow" here is actually chemical waste, a by-product of the drug-making machine.
